		<description>This is a bold, positive step in the right direction.  Will it create immediate change?  No.

What the liberalized and castrated masses fail to grasp is that most significant change comes from motivated individuals who believe in a cause and are willing to act.  

To create the change we need (dramatic reduction in smoking esp. in the presence of children or non-smokers) Congress needs to empower the individual.  Legalize vigilantism directed against smokers, but do it in a structured, intelligent way.  Subsidize the sale of paint ball guns and ammunition and legalize controlled 'marking' of tobacco offenders.  Marking public smokers will have several, positive consequences: the obvious opprobrium felt by the smoker, the glee experienced by the shooter (who can revel in the head shot that is not only well executed but also morally just), the concise object lesson for any young people who might be witness...

Concessions could be made to push this through and satisfy the politically connected whiners such as PETA, Hilary Clinton and people who live in cities.  Shots could be limited to torso hits only with head shots and double-taps confined to only the most egregious offenders e.g. persons smoking pipes in elevators and Rush Limbaugh apologists (whose mephitic emanations aren't confined to tobacco products alone).</description>
