		<description>In less optimistic moments, I am tempted to compare the State Dept.'s PD efforts (such as Dipnote) to the proverbial dancing bear.

The wonder is not how well it dances, but that it dances at all.

That being said, Dipnote as a PD platform has lots of room for improvement from its current mirroring of the State Magazine style.</description>
